We are looking for a Project Manager in crisis and preparedness at the Swedish Transport Administration, stationed in Stockholm.

The position is full-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment and Areas of Work

Tvärförbindelse Södertörn and Yttre Tvärleden

Tvärförbindelse Södertörn is part of the connection Yttre Tvärleden, which stretches from Täby in the north to Haninge in the south. Yttre Tvärleden consists of:

Norrortsleden (already completed)
Förbifart Stockholm (under construction)
Tvärförbindelse Södertörn (still under planning and will constitute the last stretch between E4-E20 and Nynäsvägen)

Purpose and Goals Tvärförbindelse Södertörn is a prerequisite for a growing Södertörn. The project aims to:

Enable public transport
Improve conditions for businesses through smooth freight traffic
Relieve the regional road network
Create a sustainable, smooth, and safe transport corridor for all

The Consultant's Assignment in Crisis and Preparedness Management

Responsibilities and Tasks

The consultant will be responsible for crisis and preparedness management within Tvärförbindelse Södertörn, at preparedness levels 2-4 (where level 4 corresponds to heightened preparedness in society). The tasks include:

Development of Crisis Management Systems:
- Develop and create a crisis plan
- Develop a training and exercise plan
- Enhance crisis management with GIS support according to MSB's concept "Crisis-GIS"
- Follow and drive the use of drones as sensors for the program's crisis management
Training and Exercises:
- Plan and conduct training and exercises to create and maintain preparedness capability
- Plan and conduct training and exercises in crisis and preparedness for contractors
Threat and Risk Analysis:
- Develop and maintain a local threat analysis with risks from a community safety perspective
- Plan collaboration with contractors regarding crisis and preparedness
Collaboration with Relevant Actors:
- Affected municipalities
- County Administrative Board
- Swedish Armed Forces
- Other actors according to the actor analysis
Total Defense Law and Security:
- Be an expert and advisor in total defense law
- Support the program's work in security protection and information security
- Design and maintain the program's continuity planning together with the functions for Risk and Community Safety
- Support the program's work with explosives safety
Knowledge Transfer to the Swedish Transport Administration:
- Transfer knowledge to the employees of the Swedish Transport Administration regarding the consultant's tasks

Requirements (Note, mandatory)

Higher education in the field or equivalent work experience combined with relevant education that the client deems equivalent.

In the last four years, held the role of project manager for assignments that have included at least 400 hours and are linked to the regulation (2015:1052) on crisis preparedness and the actions of supervisory authorities during heightened preparedness, as well as the regulation (2022:524) on the preparedness of government agencies. The experience must be no more than four years old.

At least ten years of experience in operational crisis management and staff work in a large authority, where the experience is no more than fifteen years old.

Familiarity or experience with the conditions of total defense related to transport, logistics, and/or infrastructure projects.

Experience from at least three assignments in the last four years within the community's crisis management system, particularly crisis management within the transport sector.

Good knowledge of total defense from at least three assignments for authorities, where the assignments have been carried out in the last four years.

Good legal competence through at least three years of experience with current legislation applicable to the total defense area, including current investigations and other relevant legislation in the field.

Experience of projects or assignments for authorities that have involved collaboration within crisis and preparedness with public actors such as municipalities, county administrative boards, or the armed forces.

Experience in the last four years of developing an actor analysis for a large organization or authority.

Experience from projects or assignments where GIS has been integrated into crisis management.

Ability to communicate fluently in Swedish, both spoken and written.

Desirable

For the Swedish Transport Administration, it is an added value that the consultant is relationship-building, communicative, and has knowledge or experience of using drones in larger infrastructure projects.
